Taiwan’s integrated air defense intelligence system is on track to be completed by the end of the year, and, if additional funding is approved, the military aims to deploy it next year, a military source said.
The first phase of a next-generation, domestically developed regional air defense system combines the Huanzhan Project (寰展計畫), which integrates air defense intelligence across the armed forces, and the National Chungshan Institute of Science and Technology’s (NCSIST) Chiang Kung (強弓, “Strong Bow”) missile defense program, the source said on Saturday.
The Huanzhan Project would establish an automated joint command-and-control network linking the army, navy and air force, replacing separate service-specific air defense systems.
It would integrate real-time intelligence from US-made Patriot missile systems with domestically developed Tien Kung (天弓, “Sky Bow”) and Tien Chien (天劍, “Sky Sword”) missiles, allowing information to be shared across services and providing the command infrastructure for the new regional air defense system.
The new system would feature an artificial intelligence (AI)-assisted decision support system capable of automatically assigning interceptor missiles based on real-time aerial threats, the source said.
It would also incorporate the Chiang Kung missile system, a ground-based interceptor designed to counter tactical ballistic missiles. Chiang Kung is sometimes compared to the US Terminal High Altitude Area Defense system.
Under the proposed multilayered air defense architecture, the Chiang Kung system would provide the outermost layer, intercepting tactical ballistic missiles at altitudes of up to 70km. The Tien Kung III missile system would provide medium to long-range regional air defense, while the land-based Tien Chien II system would defend against low and medium-altitude threats.
NCSIST has said the Chiang Kung system has completed operational evaluations and is ready for deployment.
However, opposition lawmakers cut the project’s proposed NT$36.1 billion (US$1.13 billion) special budget during legislative review, raising concerns that deployment could be delayed.
The Ministry of National Defense’s Department of Strategic Planning said the military is seeking to restore the funding through a supplementary budget to keep next year’s deployment schedule on track.
Formally known as the Phase II Huanwang Enhancement Program (寰網二階段精進工程), the Huanzhan Project is to serve as the digital backbone of Taiwan’s integrated air defense network.
Military officials said that it would link missile batteries, radar installations and command centers across Taiwan into a unified command-and-control system.
The open-architecture platform is designed to connect weapons and sensors from different military branches and manufacturers.
Radar data from anywhere in the network could be shared almost instantaneously across command centers, while AI-assisted software would prioritize threats and recommend interceptor assignments, military officials said.
The network is expected to connect Patriot PAC-3 MSE batteries, indigenous Tien Kung systems, land-based Tien Kung II missiles, Stinger missiles, Avenger air defense systems, naval Standard Missiles and close-in weapon systems.
It would also integrate data from the Leshan long-range early-warning radar stations, E-2K airborne early-warning aircraft, and land and sea-based radar systems.
The ministry chose NCSIST’s domestically developed Huanzhan system as the network’s core, while signing a memorandum of understanding with Northrop Grumman to incorporate technology related to the US defense contractor’s Integrated Battle Command System (IBCS), military officials said.
IBCS would support advanced air and missile defense missions, including countering ballistic missiles and hypersonic weapons, while the Huanzhan system and its AI platform would coordinate nationwide networking and defenses against low-altitude drone swarms, they said.
The distributed architecture would enable regional command nodes to continue operating independently if parts of the network were damaged in a conflict, the officials said.
