U.S. Treasury Secretary Scott Bessent announced Monday that his department has launched a massive campaign to cripple Iran’s economy. Operation Economic Outcast, as it's called, is intended to sever Iran’s financial connections around the globe, he said.
“America is no longer managing the Iranian threat,” Bessent said in a brief news conference. “We are ending it.”
The move by the U.S. Treasury is the latest attempt by the Trump administration to bring the Iranian regime to heel, almost six months after the U.S. and Israel first attacked Iran, effectively shuttering the Strait of Hormuz through which almost 20% of the world’s oil supply traveled before the war began.
Iran has said it will only reopen the strait if the U.S. lifts its naval blockade, withdraws U.S. forces from the region and pays reparations for the damages it sustained from the war — demands the U.S. has repeatedly refused.
Bessent said Iran now faces two choices: “Complete global isolation and a subsistence economy, or a path back to normalcy with an opportunity to rejoin the global economy.”
He said the Treasury has identified every network Iran has used to smuggle oil and evade already-existing U.S. sanctions, as well as the entities and countries that are facilitating it with exchange houses and free trade zones.
“They turn a blind eye to seaborne fuel transfers and overland transits. They condone illicit use of their banks, all the while concealing the extent of their complicity,” he said.
Bessent declined to comment on which countries are enabling Iran but said President Donald Trump has been calling world leaders to ask that they end their interactions with the country. Teams from the Treasury, State and Defense departments are also meeting with their global counterparts, he said.
Any entity that facilitates money laundering on behalf of Iran, he said, will be removed from the U.S. dollar system.
“No nation should expect to enjoy the rewards of our system while helping those who seek to destroy it,” he said. “It is now a time for world leaders to make a decision between prosperity and isolation, peace and terror, America and Iran.”
Without providing specifics, Bessent said each country has been given a defined timeline to shut down their activities, adding that he expects “a major announcement of a financial institution being sanctioned by the end of this week.”
Bessent said Operation Economic Outcast is targeting five aspects of the Iranian economy: digital assets, technology, gold, aviation and shipping.
“The Treasury’s Office of Foreign Assets Control is also sanctioning over 60 entitles, individuals and vessels around the world that enable the Iranian regime to procure illicit, nuclear and missile technology, conduct cyber operations and generate oil revenues,” he said.
Iran’s Foreign Ministry spokesperson on Monday warned that Tehran would respond harshly to expanded U.S. sanctions, including measures against countries it sees as cooperating with Washington.
“Any escalation of this situation will undoubtedly bring about consequences,” Esmail Baghaei said. “Our hands are not tied.”
Sanctions have historically raised the prices of basic goods in Iran, but after years withstanding them, Iran’s economy has adapted through finding new trading partners and building domestic industries.
In the U.S., where prices for gas and other goods have increased as a result of the Iran war, major stock indexes slipped following the announcement, which comes on the heels of a failed trade agreement with Canada.
