Forget ‘justice’: The cold math of how the Ukraine war actually ends - Washington Examiner

Russia’s invasion of Ukraine began this war. But assigning responsibility for how the war started is different from determining how it can end.

After more than four years of fighting, the central question is no longer whether either side can impose a perfect outcome. It is whether a settlement can change the strategic calculation that keeps the war alive.

The war will end only when both sides conclude that returning to war is more costly than preserving the peace.

THE ‘RUSSIAN PUPPET’ ARMING UKRAINE: WHY EUROPE KEEPS GETTING SERBIA WRONG

That calculation is becoming harder to ignore.

Ukraine is paying the more immediate human and physical price. Russian attacks continue to damage cities, ports, energy systems, transportation networks, and industrial capacity. The strain of prolonged war continues to weigh on Ukraine’s economy, while attacks on Black Sea infrastructure threaten one of the country’s most important export lifelines.

Russia is paying a different price.

Ukraine has increasingly pushed the war deeper into Russian territory by targeting refineries, oil infrastructure, ports, logistics networks, and military facilities. Those attacks have disrupted energy and transportation systems and demonstrated that the war can no longer remain distant from Russian territory.

Neither reality suggests imminent surrender.

It suggests something more useful for diplomacy : Both sides now have something substantial to protect from another decade of war.

The task of diplomacy should be to turn those costs into incentives for peace.

That starts with a verifiable ceasefire.

Not a political declaration. Not a handshake. A monitored arrangement covering missiles, drones, energy infrastructure, civilian shipping, and the front line.

Recent proposals for reciprocal restraint in the Black Sea show that narrower agreements may be possible even before a comprehensive settlement. Both countries depend on maritime trade, and both are capable of inflicting serious economic damage on the other’s ports and shipping.

A mutual restraint agreement would work not because they trust each other, but because both have something to lose if it collapses.

The same logic must extend to territory.

A final peace agreement does not have to settle every sovereignty dispute on the first day.

Ukraine should not be required to legally recognize Russian annexation simply because Russian forces occupy territory. But continued disagreement over sovereignty should not make an indefinite war inevitable.

The fighting can stop before the legal dispute ends.

A monitored line of control could freeze military positions without converting battlefield occupation into permanent legal recognition. Territorial negotiations could continue separately.

That is not justice in its purest form.

It is a mechanism for preventing unresolved borders from producing another generation of graves.

The third requirement is credible security for Ukraine.

Any ceasefire that gives Russia time to rebuild and attack again would simply postpone the next war.

Ukraine, therefore, needs a security structure strong enough to make renewed invasion prohibitively expensive.
